This is because Hotmail uses the SenderID as input into the reputation system. So messages that pass or fail their SenderID checks get a different reputation. The first thing you should do is check that your SPF record is correct and up-to-date. Once you are sure of your data, you can try again to send through another provider. This is because it appears that the reputation system uses a combination of the domain reputation and the reputation of the sending IP address.
